A top manager in the claims department of the UPMC Health Plan has pleaded guilty to embezzlement.
 
Ronald Locy admitted in U.S. District Court that he paid $846,000 for work and bonuses, to ghost employees of the health plan.
 
Locy, the senior director of claims for the UPMC Health Plan could serve up to ten years in prison and be fined $250,000.
 
The FBI conducted the investigation that led to his prosecution.
