A scholarship is taking shape in memory of the State College man who was shot and killed during a March 20 confrontation with borough police officers, according to his family.
Three officers were attempting to serve a mental health warrant on Osaze Osagie, 29, at the Marvin Gardens apartment complex along Old Boalsburg Road when the shooting happened, borough police officials said.
