The Republican “no tax, no borrowing” budget plan has passed the state house.

Also known as “the taxpayer’s budget” House Bill 453 would take funds from state departments that have surpluses, and put them towards the budget.

Republican representatives say this is a more responsible approach to the state’s budget issues, because it asks less of tax payers, and more of public officials.

They also say that it will result in no job losses and no tax increases.

That bill now heads to the senate.
