The Bellefonte Police Department and the Bellefonte Rotary Sunrise Club has announced the Bellefonte Halloween Parade and the Talleyrand Fall Festival scheduled for today have been cancelled due to the inclement weather.
The Downtown Trick or Treat is still scheduled from 12 p.m. to 4 p.m.
