The Altoona Police Department is revealing new details about a murder investigation.

Officers were called to the 200 block of 3rd Ave. Alley in Altoona Thursday night. We’re told that’s when they found David Alan Hoover Jr., 58, laying in the Bethany Lutheran Church parking lot with major injuries to his neck, upper chest and facial area. Hoover was taken to UPMC Altoona where he was later declared deceased.

Officials said witnesses on scene described a blue Ford Fusion fleeing the scene immediately after the incident. The vehicle is registered to John Patrick Stiver II of Altoona.

Were told after extensive interviews with witnesses and review of surveillance footage from a nearby home where the shooting occurred, the details of the incident were revealed.

Police said at approximately 2:15 p.m., David Hoover Jr. and a friend, Mark Adams, arranged a meeting with Edward Clemens at the Sheetz on Chestnut Ave. to purchase $250.00 worth of cocaine. We’re told John Patrick Stiver II drove Clemens to Sheetz in his blue Ford Fusion to meet with Hoover and Adams. That’s when officers said Hoover gave Clemens $250.00 to purchase cocaine, however Clemens never returned to deliver the cocaine to Hoover and Adams. Officials said Hoover and Adams then drove throughout Altoona searching for Clemens and Stiver to confront them about taking the $250.00 and never returning with cocaine. We’re told Hoover and Adams later located Stiver’s vehicle by the Bethany Lutheran Church and Hoover exited Adam’s car and approached Stiver’s vehicle, carrying a baseball bat. Police said an argument ensued between Stiver and Hoover and then Stiver fired a single round from a 12 gauge shotgun out of the driver’s window, striking Hoover in the neck, chest, and face, resulting in his death.

Police found Stiver the next morning in a tent behind his father’s residence in Homer’s Gap where he was taken into custody without incident. We’re told Clemens was located walking near Homer’s Gap at Ponderosa Dr. and Grandview Rd.

Officers revealed that during a recorded interview at the Altoona Police Department, Stiver confessed to the shooting of Hoover. He’s charged with Criminal Homicide, Flight to Avoid Apprehension, Tampering with Evidence, Theft by Unlawful Taking, Carrying a Loaded Gun in a Vehicle, and Criminal Conspiracy to Deliver Cocaine.

Stiver was formally arraigned by Magisterial District Justice Dan DeAntonio in which bail was automatically denied. Stiver II is currently lodged in the Blair Co. Prison awaiting a preliminary hearing schedule for August 8th.

Clemens is lodged in the Blair Co. Prison on a probation detainer with charges pending through the Altoona Police Department.
